Personality: The following is taken from the psychiatric evaluation given to Trafalgar Law as a part of his bargain with Interpol and the Psychonauts:
History: Trafalgar Law's background is surprisingly difficult to come by, and the subject himself has said little on the matter. The following is pieced together through interviews, evidence, and a good amount of conjecture. Please keep in mind that some portions may be incorrect.
Brain World: The state of Law's mental landscape, colloquially known as a "Brain World," was recorded by a single agent, a condition of the man's enlistment within the Psychonauts. His mental defenses are considerable, and it is ill-advised that any attempt entry without his permission.
The landscape upon entry is that of an island: completely barren, solid rock jutting out of the ocean. Military vessels dot the shoreline, but is ill-advised that any attempt to board them, as they are filled to capacity with Censors.
The main portion of his mental landscape is actually a large industrial factory, one that takes up a majority of the island. Although it was not functioning upon arrival, it was in pristine condition and seemed to be involved in the processing of drugs. It is believed by Interpol to be related to the large amount of illicit drugs manufactured by the European black market before Law collapsed it.
The factory begins operation if certain switches are pulled in pattern, and various areas can only be accessed with machinery operating. However, the running machinery creates areas of high danger within the factory. It is believed this is another form of Law's mental defenses. When all machinery is running, one can access the center of the factory, which is an operating room. This seems to be where Law resides when taking refuge in his own mental landscape. Unlike the pristine factory, the operating room is covered in blood stains of dubious origin.
The Censors are very strong. And although they congregate most aboard the military vessels, they also run rampant within the factory. They take the forms of military personnel and criminals both, and the different types of Censors have been seen fighting each other. It is unknown if this represents conflict within Law's own mind or if it simply the mind's way of keeping things running.
This is all that is known of Law's mental landscape.
Counselor Reasoning: It is unknown exactly why the higher-ups deemed Law fit for the position of camp counselor. It is true that his knowledge and skill are undeniable. As a graduate of the Masters of Surgery from one of the world's most prestigious medical schools, a degree that is above a Doctorate of Medicine, his skills as the staff medical officer are unparalleled. His actions within his criminal career, and the last two years as a Psychonaut agent, prove his skill in psychic ability. It is, however, against the wishes of many to have him in such close contact with children, given his background. But it seems he is trusted among those in a position of power within the organization.
Counselor's Lab: It is believed that Law will have his old base of operations, a small, stolen stealth submarine, brought in to the Lake near the camp. It has had its weapons deactivated as part of the agreement to allow Law to work within the Psychonauts, and should be of sufficient size to hold classes there, if that is the wish of both Law and the camp. There is also a small operating room on board, should the need arise for it.
Badges: As a self-taught psychic, Law has never had any formal Psychonaut training.

"I truly apologize about the censoring," Law said to the older gentleman as he handed over the file. In person, Law didn't seem particularly fearsome. His hat was fuzzy and spotted. Stylized tattoos covered his arms and hands. He looked more punk than true danger, especially at a place with numerous fully-trained psychic soldiers. But the sword on his back was anything but punk. The reputation that surrounded him anything but innocent. "I hope you understand. My agreement was never about turning in my own comrades."
Law's grin never left his face. Ford Cruller was a man that many Psychonauts respected, and many criminals feared. And despite being a part of both worlds, Law didn't seem to do either. His posture and words seemed casual. But, that wasn't to say that Law didn't actually respect the man's accomplishments. Rather, he simply didn't let it affect him. He could appreciate a man's skills and contributions without letting it cloud his judgment. Too long he had stayed his own hand out of fear. He had attained the power necessary to overcome that, and could plan how to best put it to use. He simply had to work his plans around those with the kind of power to challenge him – Ford Cruller, for instance.
"I can't say that I'm pleased you got to handle your own file," the older agent grumbled. Nonetheless, he took it.
"You'll find I didn't change anything else, Agent" Law replied with a shrug. "It's not exactly public record, but I'm sure somebody like you is well aware of the basics already. I've little to hide."
Cruller's brow was furrowed in concentration. The final call was with him – it was always with him. But Law came with the highest recommendations from higher up. It was expected he would take the post here without qualm.
And Law knew that. This position would be his. It wasn't the most ideal path for him to get what he wanted, but it was certainly a path that would still work for him. He rarely got the ideal circumstances, but true strength was bringing about your desires despite setback, through any obstacles.
"You're a former criminal," Cruller began.
"With all charges forgiven." Law's response was immediate. Honestly, his record couldn't be legally held against him. Not as long as he fulfilled his part of the bargain. It was an ongoing process, but as long as it held, he was safe from that sort of discrimination.
Agent Cruller nodded, as if he expected that much. "But earlier this month, you flipped the bird at a reporter after completing a mission."
That one caused Law to laugh. "And I'd do it again!" His grin never faded as he continued. "Are you saying I'm a bad role model?"
"A dangerous former criminal, with an attitude and little regard for authority? ...I think the Pyro Cats would love you."
"How sweet." Law paused for a moment, sizing up Cruller's expression. "So tell me – am I in?"

The first thing I noted when meeting Trafalgar Law was his posture. He put on a great show of being relaxed; leaning back on the couch in my office, arms spread out along the back, a confident grin on his face. It didn't seem an act, and I had seen many acts. He exuded both confidence and a complete lack of care for the three armed and ready Psychonauts accompanying him. I couldn't tell if he was confident in his plea bargain, or if he simply thought the three of them, plus myself, to be no match for him. Given his known skill in both planning and combat, either or both were possible.
When he spoke, he always addressed me politely. He most often addressed me by title, "Doctor," rather than using my name. At the times he didn't, he used "ma'am" or "miss." I didn't get the impression that this was an attempt to win me over: rather, he seemed completely unconcerned about my assessment of his character. This was at odds with his general behavior. He didn't hold back his thoughts. The length he went to be polite when addressing people, then, was likely a result of his upbringing.
This was a stark contrast to his appearance: his hair was dyed a shade of dark green, he wore dark eye liner, he had numerous piercings, and he had multiple tattoos, including the word "DEATH" spelled out over his fingers. He chose to appear in a hoodie and jeans, instead of the more professional appearance one might expect from a doctor or prospective Psychonaut: in other words, he appeared as a criminal might. In my line of work, one learns to not judge solely by appearance, but in the case of Law, this displayed one of two things: either he has a complete disregard for the opinions of others, or he was attempting to tailor the expectations of him with his appearance. Either remains a possibility.
From my conversations with him, I was able to gleam that Law has a very real hatred for figures of authority, or even being told what to do. I'm unsure why he would offer his services to the Psychonauts with this – it's undeniable that he will find himself in a position where he is forced to take orders. His bargain does not grant him autonomy to act as he sees fit. However, since he is the one making the offer, I believe he will go along with any orders given to him, granted that they are not phrased in such a way as to try and corner him into action, nor directly conflicting with his personal morals. If either of these were to happen, I believe he would rebel against the authority commanding him, no matter who it is.
His own morals are a bit of an enigma, even to me. He seems to show callous disregard for life when reviewing his file: many of his actions were at the cost of lives, and some were incredibly brutal. Talking to him, I got the impression that he would rather save a life than take it, a contradiction to his file. It's possible that this was an act, but I believe it's a tie to his personal moral code: he either simply has no regard for the lives of those directly opposing him, or, possibly, that he has his own belief on who should live or die. I'm afraid a single session won't give me answers to which it is.
Law spoke little about those he worked with over the course of his criminal career. I believe that he doesn't want to give out any information that might be used to identify them. This alone shows that he cares at least for those he worked with, and what he did speak of suggests the same. There is loyalty to be had from him, once you've earned his trust. And once that trust is earned, it is complete. But he did mention a former employer – somebody whose presence was never mentioned in any of Law's files. From how he spoke of this one man, it's also entirely possible that Law would act as if one's friend or compatriot when conspiring against them.*
The other major point of Law's personality revealed through my talks with him is that he is incredibly motivated. His goals are likely to be very lofty, perhaps even completely unrealistic, but he will do whatever is in his power to aim for them. I'm unsure what his current goals are, but I will say that it's likely that everything he does is in pursuit of them. His own actions, coming forth with a bargain asking for amnesty and introduction into the ranks of the Psychonauts, is likely a part of his plans.
I can't directly advise you on what course to take with Dr. Law. He is incredibly smart, incredibly driven, and incredibly dangerous. It's equally true that his skills and knowledge will undoubtedly bring many others into custody. But if you do accept his bargain, please keep a close eye on him. He's dangerous to have as either a friend or foe.
* I believe this is related to the incident with the European black market – the only case involving the destruction of a large criminal organization.

Trafalgar Law was born to a military family. His mother died when Law was still at an early age, and his father would often change posts, taking his son with him from country to country. It's believed that these led to Law's disregard for human life and seeming detachment from others. While his father has said that he loved his son, he admits that Law has always seemed distant with both himself and others.
Law's school records show that he was an extremely bright child. His school grades were impeccable at every stage of his childhood and college. He graduated from Oxford University's prestigious Masters of Surgery program. After graduation, he disappeared from public eye for several years. The theory is that he began to use his services for high-paying criminal clientele. However, as no records of any such career at that point, this is entirely speculation.
It's unknown at what point he began developing his psychic powers, but as no records or interviews have revealed the knowledge of his skills, it seems he kept them hidden and trained in secret. As most psychics develop their powers at an early age, it is likely he developed his powers during childhood and kept them hidden, due to the outcast nature of psychics at the time.
At some point, Law resurfaced. He performed various acts of criminal nature, a psychic criminal acting as both agent and mastermind. His plans were both elaborate and thorough, and perfect in execution. Although we loathe to admit it, he eluded all capture, despite the combined pursuit force of Psychonauts and Interpol. His surgical knowledge and the precision of his criminal actions earned him the monikers "Dark Doctor" from the United States and "Surgeon of Death" in Europe, where one act led to the collapse of the European black market and death to all of its ringleaders.
Two years ago, Law offered a bargain to Interpol: amnesty for all previous crimes, in exchange for his own cooperation in apprehending other criminals. Psychic crime was on the rise, and Law's knowledge of the criminal underworld, as well as his skill, were decided to be put to use, with the condition that the Psychonauts would keep an eye on his future actions and take immediate action against him should the need arise.
It was recently brought up that the subject begin working at the psychic training camp, Whispering Rock. It was advised against by many agents of the Psychonauts and Interpol, but it was decided against their advice to enlist him at the camp as counselor and camp physician.

Our injured men are now all in stable condition. We'll begin transportation to another facility immediately.
███████, keep monitoring the Psychonauts communication channel. They might have telepathy, but over long distances, it's going to be traditional methods. They haven't discovered our underwater base of operations, but the psychics are the ones most likely to do so. We'll have to remain vigilant to remain undiscovered while transporting our men. Their continued ignorance gives us the element of surprise. We'll need that for our next operation.
█████, you keep an eye on Interpol's movements. After the incident came to light in Belgium, we can expect more pressure from their end as well. Nothing out of what we planned.
Onto our next topic: I haven't received word back from our target. We move forward with the plan in three days if he doesn't respond – this gives us time to transport our men to a more secure medical facility, and gives him an extended deadline to answer. Three days, on the shores of that island. If he doesn't show, we'll hang the joker and his entire operation out to dry. Cut him down, make him suffer in the most painful way possible, and force him to watch his entire world burn down around him.
The same result if he accepts our proposal, in other words.
